The end of the 1998-2005 Coal Mining Plan led to the negotiating of a new Plan. On 28 th March 2006 at the headquarters of the Ministry of Industry in Madrid, the new 2006-2012 National Strategic Coal Reserve Plan and New Integral and Sustainable Development Model for the Mining Districts. This Plan seeks to channel the coal mining planning process, bearing in mind the social and regional aspects derived from it and the need to maintain a certain level of local coal production to guarantee access to reserves. It also seeks to lessen the impact of the loss of jobs in the sector, promoting the creation of alternative employment to the coal monoculture through the support for business projects generating employment, the promotion of human resources in the districts financing training activities and the creation of infrastructures. The Plan also helps promote the transition of mining districts towards an economic structure based on the development of economic activities with greater added value and a higher quality of human resources.
