Business plan and collective bargaining agreement (1998-2001)

From 1998 to 2005, the National Coal Mining Plan and the Plan for the Alternative Development of Mining Districts (negotiated and approved by the State Authorities, companies from the sector, the mining unions SOMA-FIA, UGT and the CC.OO Mining Metallurgy Federation) established aid, administrated by the Institute for the Re-structuring of Coal Mining and the Alternative Development of Mining Districts. The public action was aimed at three main objectives: investment in infrastructures, subsidies for business initiatives and aid for training.

By the end of the 20 th century, Hunosa had become the nineteenth Spanish company in terms of workforce and the fifth in terms of losses (277 million euros). With 6,900 employees and 2.7 million gross tons mined, Hunosa represented 78% and 47%, respectively, of the combined workforce and production of the 14 Asturian companies in the sector. Its weight on the regional economy remained decisive: among direct, indirect and induced jobs, it generated 75,000 posts, i.e. 21.6% of industrial employment, and contributed towards 6.5% of the regional GNP.
