1st Business plan (1991-1993) and 4th programme contract

This programme was allocated 135,000 million pesetas in subsidies and over 16,000 million pesetas in investment. Diversification continued (Sodeco, La Pereda power station) and the workforce was cut to 12,187 employees and the number of working mines to 13.

In 1993, the European Commission approved Decision 3632 of the ESCS, which was valid until 2002 when the Treaty expired along with the differential treatment given to coal mining. The new Decision insisted on measures of re-conversion and on the need for cost convergence between subsidised companies and those from the private sector.

On 1st January 1991, the company’s real workforce amounted to 18,250 employees, which had dropped to 12,187 employees by December 1993. Production stood at 2.7, 3.0 and 2.8 million tons for each of the three years of the business plan.
