Despite the adjustments made to the workforce, the company continued to lose market share and its labour productivity was notably below values in Europe and in the regional private sector. The incorporation of Spain into the European Community led to added restrictions on public mining. Decision 2064 of the 1986 ESCS Treaty defined the end of state aid for the stabilising of production, limiting it to feasible and competitive companies undertaking severe re-conversion plans before 1990. On 31st December 1986, the real workforce stood at 20,470 and real production at 3.1 million tons for each of the three years of the programme-contract. |
